Editorial Note

The Foreign Ministers of the United States, the United Kingdom, and France met in Washington on September 10–14 for a series of conferences covering a wide range of subjects including revision of the Treaty of Peace with Italy. These tripartite meetings were preceded by 2 days of bilateral discussions between the Foreign Ministers. Revision of the Italian Peace Treaty was discussed by Acheson and Schuman during their meeting on September 11 and by the three Foreign Ministers during their fifth meeting on September 13. For the minutes of these meetings, see volume III, Part 1, pages 1249 and 1279.

In preparation for these meetings, several series of position papers were drafted in the Department of State.
