146. The Department very much appreciates the full and complete reports you have sent, with particular reference to your 325, September 3 [1], 10 p.m.

The situation in Beirut however is but one phase of our necessary considerations of the British-Fighting French situation. Therefore while it is our hope you will continue to keep the Department fully informed, it is at the same time most desirable that you should not offer to undertake or accept any responsibilities in this situation without [Page 631] previous reference to the Department. In this particular connection paragraph 2 of your telegram under reference is cited.
