2. A telegram from Pingliang, eastern Kansu, filed at 7 o’clock last night and received here at 1 p.m. today reports that Americans there and at Tsingning are safe and the situation is somewhat easier, with communications uncertain and further developments depending upon the situation at Sian. I have not yet heard from Lanchow. Sent to the Department, Peiping, Nanking, Shanghai.
