630. Following telegram has been sent to Hankow:
“December 22, noon. Reference paragraph 2 of your December 20, 2 p.m. The following telegram has been sent to Chairman of the Kansu Provincial Government:
‘December 22. Please afford every possible protection to American citizens at Lanchow and throughout Kansu. Please also afford them facilities to evacuate from Lanchow and other places pending return to settled conditions in the Northwest. The favor of a reply is requested.’
Please get in touch with Americans in Kansu and Chinghai directly, if possible, or through their Mission Headquarters and advise evacuation.”
