618. Hankow’s December 15, 5 p.m.90 Embassy here telegraphed this morning to an American missionary in Sian, requesting him to report by telegraph concerning safety and welfare of American citizens in Sian and vicinity.91 Telegraph office here accepted message and will endeavor to ascertain whether it is delivered. Telegraph line is reported open to Sian but messages are subject to delay in delivery and censorship.

Sent to the Department, Nanking, Shanghai and Hankow.
