The Acting Secretary of State to the American Minister to the Dominican Republic.

[Telegram.—Extract.—Paraphrase.]

As to the expressed desire of the Dominican Government to communicate; its reply to the note directly to the President, the cable [Page 372] service is most unsatisfactory and the Department is convinced that such a course would result merely in unnecessary delay, detrimental to the interests of both countries. You will say to the Dominican Government that the President directs me to reply that he would much prefer that all its communications be transmitted through the usual channel, in order to expedite in every possible way this matter, which is of such great urgency. You will also state that the terms of the note and the date finally fixed for the Legation’s presentation thereof were determined by the personal direction of the President.
