The American Minister to the Dominican Republic to the Secretary of State.

Santo Domingo, October 14, 1912.

The note was presented to the Dominican Government today. There will probably be an answer with counter-proposals. The Dominican Government desires to explain its attitude by a direct communication to the President by cable.

In any event, in order to protect the customs houses in each port, and to impress the Government and the revolutionists with the serious intentions of the United States, additional naval vessels should be sent.
