The American Minister to the Dominican Republic to the Secretary of State.

[Telegram.—Paraphrase.]

The suggestions of the Commissioners and Legation have been accepted in full by the Dominican Government, covering the following points: 1. Alfredo Victoria and brother to retire immediately from office; 2. President Victoria to announce retirement from office at the close of the Cáceres term, expiring July 1, 1914; 3. Amnesty to be granted in accordance with Department’s note; protection of the customs houses will be effected by the United States; the United States will cause the provisional boundary line with Haiti, as outlined in Department’s September 24, 3 p.m., to be respected.

By the next mail the Dominican Government will forward an order for the sale of $1,000,000 bonds, the proceeds therefrom to be expended as outlined in last cable in clear.1 It is recommended that arrangement for sale of bonds be made by the Department immediately and cable information given as soon as funds are available. Trust company will be informed by cable by Dominican Government when the order is dispatched by mail. The Legation should be authorized to exchange notes with the Foreign Office covering disbursement and reimbursement of funds as previously outlined. As the Dominican Government will request withdrawal of the formal note presented by me covering this situation, I ask affirmative instructions.

The Commissioners and I believe that a formal declaration by the United States that no government attaining power through armed revolution will be recognized during the life of the convention of 1907 would be opportune at present and beneficial in the future. The matter was not, however, touched on in the negotiations.
