The importance of either retaining Pasqual Orozco, sr., on American soil or returning him to Mexico at a point held by revolutionists is a matter I wish to bring urgently before the Department. Ernesto Madero says it had been arranged for Governor Gonzalez, of Chihuahua, * * *1 and that he will be immediately shot. Gonzalez is implacably anti-American, a menace to American interests, who should be treated with small courtesy. The surrender of Orozco to the Federal Government’s man under any guise or pretext would work incalculable harm to defenseless Americans and American interests in districts held by the revolutionary forces.
