In the interview with the Minister for Foreign Affairs he asked if the note delivered to him, which he inferred from my manner was serious, was the same referred to by the President in his interview with Mr. Calero on September 4. I replied that it was. He then asked me if this Government could depend upon me to make [Page 847] representations to Washington of a sympathetic and helpful character. I replied that the character of my office placed upon me the obligation of always [laboring?] in the interest of amicable feeling between Mexico and the United States, but that he must understand that in order for me to be helpful his Government must show a disposition to do justice to mine and actively bestir itself in the matters treated of in the note. He said that he would formally acknowledge the note at once and make adequate reply in four or five days.
