I am in receipt of a very urgent request from the Minister for Foreign Affairs that Gen. Emilio Campa, now in custody of our Government officers at Tucson, be indefinitely detained and not permitted on any account to return to Mexico. My recommendation with reference to all of these rebel leaders who may be taken into custody by American authorities is that their extradition be refused, but that they be kept in custody as long as possible. This policy will furnish us with some guaranties for protection of Americans in exposed places and at the same time will not give cause of complaint to this Government.
