Department’s No. 906, September 5, transmitting note to be delivered to Mexican Foreign Office. I recommend reference in the note to the arrest and imprisonment of Americans in filthy jails on frivolous charges, and the refusal of bail in such cases; also reference to the case of the American railway men. If Department does not think these changes advisable I shall present note without alteration.
