New regulation by the military authorities requires passports all persons leaving city. On account censorship my last cipher telegram to the Department was kept by the military authorities an hour before forwarding; another a few days since several hours. Protests seem unavailing.

Money-order service in State discontinued a month ago. Postmaster suggests general warning against the issue of international orders payable here.
