Duty on the shipment of arms and ammunition on steamer Monterey is estimated by Minister of Hacienda at about $16,000 gold, based on weight according to invoice. American colony will find it extremely difficult to make this payment. Perhaps Government here could take part of arms and ammunition in payment of duties. Please instruct.
