Sir: I have the honor to acknowledge the receipt of your communication of the 30th ultimo,1 inclosing a copy of a letter dated March 28 from Mr. W. R. Morris, assistant traffic manager, American-Hawaiian Steamship Co., 8 Bridge Street, New York City, stating that there has been offered to that company a consignment of metallic cartridges for transportation to the port of Acajutla, in Salvador, Central America, via Mexico.
In reply to your request for an expression of the opinion of this Department relative to this matter, I beg to say that the Department agrees with you that the shipment of cartridges referred to is not in violation of the President’s proclamation of March 14, 1912, that instrument expressly putting into operation the joint resolution of Congress with reference to Mexico only.
