151. Telegram From the Embassy in France to the Department of State0

865. Policy. From Stoessel. General Norstad visited Bonn August 16 at invitation of Chancellor. Visit grew out of discussion on July 14 in Paris between Chancellor and Norstad. During Bonn visit, General Norstad had approximately 2 hours private talk with Chancellor. During this talk, Chancellor personally gave General Norstad Grand Cross of Order of Merit of FRG. Following talk with Chancellor, General Norstad attended luncheon hosted by Chancellor at which Strauss, Carstens, US Chargé Morris, among others, were present. General Norstad saw Strauss for a brief talk after luncheon and then had meeting with press.
