Hare under cover of a January 19 memorandum from George A. Morgan, which is attached to the source text. Morgan indicated in his memorandum that, following Hare’s oral request, the Policy Planning Council “has for some months been analyzing the problem of the effectiveness and optimum goals of US external military aid policies and programs,” and this paper represented its general conclusions.

(CARE), which recommended among other things discarding the concept of “surplus disposal” legislation in favor of increased funding for 5-year contracts with foreign nations wanting U.S. farm products. This report is also summarized in Department of State Bulletin, February 13, 1961, p. 217.

Attached to another copy is a May 19 memorandum from Labouisse to Bowles, urging Bowles to sign the letter the same day if possible.
