The Chargé in the Philippines (Lockett) to the Secretary of State

Manila, July 25, 1949—6 p. m.

1805. Carlos Romulo today made to me statement summarized below:

He is seeking alter direction given Pacific Union by Chiang-Quirino conversations.… Romulo told Quirino he should first have approached Nehru, that Australia should be brought into planned union so it would not take on anti-white appearance and that elimination colonialism should be one of union’s objectives. He also encountering difficulty persuading Quirino [that] Pacific Union should be publicized as non-Communist rather than anti-Communist and that it could later emerge as instrument through which member nations might cooperate combat Communism.

Romulo intends spend July and August working on plan for UN, but until he and President reach fundamental agreement he does not propose approach other governments. He hopes, however, evolve union nations this area which US will be able accept and this general connection made assertion State Department needs do some new thinking regarding Far East.
