The Chargé in the Philippines (Lockett) to the Secretary of State

Saigon’s 232, July 13, Embtel 1757, July 16.1 While we have no proof we are inclined think Chinese Minister originated idea Chiang Kai-shek’s accepting earlier invitation visit Philippines for purpose utilizing Quirino present US with fait accompli which they hoped US might be forced eventually accept support. We suspect Chinese Minister used as bait appeals to President Quirino’s egotism as originator idea Pacific pact and that he may have suggested benefits in terms domestic politics likely accrue Quirino from leadership Pacific Union. This latter connection Chiang’s message Chinese residents Philippines urging them support Quirino to us seems to smack of paying off of political debt. It was apparently so interpreted by Avelino2 faction as indicated reference telegram 1757, July 16, and by [Page 1170] Laurel3 who displayed animus against Chiang on this count in July 17 conversation two American newspapermen.
