642. General Crane informed orally by General Biryusov Russian authorities will not clear Dr. Black84 into Bulgaria. He said Black not sufficiently friendly to Russian objectives here. Do not believe we should acquiesce this unjustifiable attitude. Recommend vigorous protest both here and Moscow. Think it significant Biryusov has not put his views in writing.
