The Ambassador in Brazil (Caffery) to the Secretary of State

5686. On the same occasion that President Vargas spoke to me about my 5684, December 11, 8 p.m.85 (1) he asked me when we would be ready to transport the first contingents of the Brazilian expeditionary force to North Africa. He said he hopes that a rumor which had reached him mentioning the month of June is not correct. (2) He said also that a rumor had reached him from Washington that we would be unable to continue to carry out our “commitments” under Recommendation No. 1486 of the Joint Brazil-United States Military [Defense] Commission. He strongly hopes that this is untrue.
