The Consul at Beirut (Gwynn) to the Secretary of State

309. Department’s 134, August 19, 9 p.m., and my 281, August 12, 1 p.m. I have now received a copy of Casey’s letter to Catroux concerning elections which will go by pouch. The sentence concerning the United States reads as follows:

“As you are aware the recognition of the independence of both states by Egypt and Iraq is likely to depend on elections being held [Page 623] and there is reason to believe that the United States Government take a similar view.”
