126. Your 127, June 22, 1 p.m. With further reference to your 127, June 22, 1 p.m., the War Department states that the operations of Douglas in Iran are carried out under contract with that Department. The operations of Pan American are also performed under War Department contract. It is added that General Fitzgerald11 will proceed to Cairo in order to command ferry operations in Africa and the Middle East and that the operations of Pan American in those areas will be under his supervision and direct control.
In view of the nature of the activities of the War Department and contract organizations in Iraq and neighboring areas, the Department assumes that a satisfactory arrangement with the Iraqi authorities will be obtained promptly and without difficulty.
