Basra customs authorities demanding cash payment of duty on Pan American imports for improving Basra airport despite local guarantees of payment of [as?] Pan American does not [Page 348] acquire customs exemption as an agency of the United States Government. Legation will appreciate indication of present status of negotiations regarding Pan American in Iraq.
