Department’s 404, July 16, 6 p.m.30 It would seem that the Japanese Ambassador’s interpretation of article 3 of the Tripartite Treaty is substantially that of the Prime Minister (please see Embassy’s 924, July 2nd, 7 p.m.31) and not that of Mr. Matsuoka. (Please see Embassy’s 673, May 14, 5 p.m.32 and 707, May 19, 10 p.m.32a)
