Department’s 76, March 18, 2 p.m. Aranha says that he is willing for the Brazilian Government to promise to “advise bondholders in advance of purchases, et cetera, et cetera” as set out in the Council’s inquiry and he feels reasonably sure the Minister of Finance will agree. Souza Costa is in Pocos de Caldas and Aranha will go there on Saturday, discuss the matter with him and send me a reply to the question in writing.25a
