103. Your telegram No. 84, May 23, noon.69 Saw the Minister for Foreign Affairs70 at 7:30 last night. He said he had been favoring something of the sort and would see the President71 today and try to give a definite answer by night. I saw the President at dinner last night and prepared him for today’s conference with the Minister. Confident of acceptance.
