Sir: The receipt is acknowledged of your unnumbered despatch dated February 26, 1940,3 reporting the decision which you have reached, together with Dr. José Santiago Rodriguez,4 in consultation with the Venezuelan Minister for Foreign Affairs to proceed to San José, Costa Rica, soon after April 15, 1940, for the purpose of conferring with Dr. Tobías Zúñiga Montúfar5 with regard to the future work of the Honduras-Nicaragua Boundary Commission.
Your plan is approved, and you are authorized to proceed to San José, Costa Rica, at the appropriate time for the consultation as indicated.
