183. Referring to the Department’s telegram No. 110, August 12, 6 p.m., instructions have been given to Ecuadoran Consuls not to certify export documents without previous permission of Director General of Exchange Control. This is in line with exchange control regulations requiring advance authorization for the purchase of exchange to cover new imports. See article IV, Decree No. 130 reported in despatch No. 1153 of July 19.57
