702. Reference Peiping’s despatch No. 2460, January 17, 1940.11 The British Embassy is now authorized to propose to the Japanese Government that a regular steamship service to Sharp Peak [Fukien], be allowed to pass the Japanese blockade.
Please instruct as to whether the Department desires me to make informal representations to the Foreign Office on humanitarian grounds and because of the need of Americans at Foochow for such service.12
