The Ambassador in Japan (Grew) to the Secretary of State

My 429, June 10, 6 p.m.65 The Minister for Foreign Affairs has sent me as an “informal, oral and unofficial statement” a document marked strictly confidential, the text of which in translation is contained in our immediately following telegram 4[48], June 12, 11 p.m.66 He wishes me to understand that it does not commit his Government in any way but that it will serve to indicate certain thoughts which have occurred to him following our conversation.
