1634. Department’s 605 [665], October 7, 4 p.m.26 As German authorities may shortly complete arrangements for return to Warsaw of foreign representatives formerly established there I recommend that Haering and Birkeland27 be authorized to proceed there as soon as such arrangements have been made. It has been so far impossible for the Embassy to communicate directly with Chylanski and the presence of Haering and Birkeland in Warsaw should facilitate that matter as well as expedite the protection of American property and assistance to American citizens in Warsaw.
