The Secretary of State to the Ambassador in France (Bullitt)
973. Your 2026, September 18, noon.18 I agree with you that if and when the Polish Government announces that it is going to establish itself in France and that this course has been approved by France, Biddle could appropriately follow the Polish Government. Meanwhile he should remain in Bucharest. As, in the event of his going to France, it will not be necessary for him to have a large staff we shall order at least one of his secretaries, probably Elbrick, to remain in Rumania, where we wish to increase the personnel of our Legation.
Whether or not we shall retain an Ambassador for long near a Government established on third territory is a matter for later decision. Biddle should in no event commit himself to the permanence of this arrangement.
Please repeat to Bucharest for Biddle.
