Your 189, August 21, 10 a.m. You are hereby authorized in your discretion to order dependents of American employees to a place of safety not more far distant than Norway, Sweden or Denmark, charging expenses to Authorization No. 16–1940. Telegraph names persons evacuated and destination in order that Department may estimate cost. See paragraph 13 of circular instruction of March 21, 1939.2a
The Department is of the opinion that you should not send out families of Government employees without at the same time warning non-official American citizens of the possible difficulties in leaving Poland should they delay their departure too long. It is desired that for the present any action along this line be taken with a minimum of publicity.
