205. In concluding his speech before the Assembly this afternoon on the various aspects of the war in China, Koo, in addition to requesting financial and material aid to China, urged (1) the immediate application of article 17; (2) an embargo against Japan of arms, munitions, airplanes, oil, essential raw materials, and financial credits and (4) [3] measures to deter Japan from the use of poison gas and the bombing of the civilian population. As regards the third point he asked for the despatch of a commission of neutral observers to watch the situation on different fronts and report to the League for consideration.
