633. Nanking’s 372, December 22, midnight [noon?]. A representative of the Military Attaché’s office, probably Colonel Stilwell himself, will leave for Loyang tonight. I told Colonel Stilwell that he should strongly urge evacuation of American citizens from Shensi if evacuation is possible.
