Please inform Military Attaché that I think that he or Assistant Military Attaché or a responsible student officer should be sent to Loyang to watch situation and consider whether anything may be done as’ regards safety of American citizens in Shensi. It may be necessary for you to consult Department regarding this matter. British Embassy is similarly instructing British Military Attaché.
