What are the reasons for objection on the part of the Japanese to adoption of the revised wording set forth in Department’s 385, December 14, 8 p.m.?79
2.
In case Japanese object to first sentence only of the suggested revised wording, would that objection be met by deleting first sentence and by making revision consist of second sentence only, appropriately changed to read as follows: “Where, on the responsibility of the authorities of the nation concerned, garrison forces or other military or naval forces are employed in extending protection to life and property in areas outside the perimeter, the garrison commander of the nationality of the forces so employed will promptly notify the Defense Committee, for its information, of the measures so taken.” If so, Department authorizes proceeding on that basis.
