64. Your telegram No. 54, April 23, 4 p.m. Assuming that the Protocol and Convention will be signed today the Department will give out for publication in Wednesday morning newspapers a statement synthesizing enclosure to its instruction No. 323 and announcement suggested by Dr. Puig.1
