Memorandum by the Secretary of State
[Washington,] February 23, 1933.
After discussing the debts, the British Ambassador spoke of the Far East. I expressed my gratification at what the European nations had done in Geneva, and he responded that he thought they had worked slowly but they had finally done a good job. As he expressed it, “The mills of the Gods had ground slowly but they had ground exceedingly small”, and he added that he thought I had hot-housed them a little into “more prompt action than they would have taken.”
