145. For the Minister. Your April 17, 11 a.m. The Department has no objection to Trade Commissioner discussing “civilian aviation” with Soong.
However, in relation to plans of the Chinese Government in connection with “military air training”, it is the Department’s opinion, known to and concurred in by the War Department, that, in view of the present situation, it would be inadvisable for this Government or any of its officers to be associated with military training.
