445. The Minister’s April 4, 10 a.m. Following from American Consul General at Mukden:

“April 18, 4 p.m. Reliably informed that the offices of the district inspector after closing of Salt Administration at Newchang were definitely closed on April 15th by the Japanese adviser of the Salt Transportation Office, the staff having been ejected and the offices sealed.”
