The Minister in China (Johnson) to the Acting Secretary of State

My April 13, 8 p.m., and April 18, 11 a.m.67

1.
Lampson and I have just been informed that Quo is returning from Nanking tomorrow expecting to resume negotiations with the Japanese.
2.
With reference to my telegram of April 13, 8 p.m., Lampson has information from his Secretary of State for Foreign Affairs to the effect that Committee of Nineteen at Geneva will adopt second alternative mentioned in paragraph 5 thereof and will probably pass a resolution following lines suggested in paragraph 6 thereof.
3.
I propose to return to Shanghai on April 20th as Lampson and I consider that the time is probably ripe for bringing local negotiations to a conclusion.
