With reference to last paragraph of your telegram 121, March 29, 5 p.m., I learn that the Chinese Government for various reasons does not consider it expedient to take the matter up through its Legation in Washington and that Soong is therefore continuing his conversations with Trade Commissioner Howard here regarding civilian aviation. Has the Department any objection?
