The Minister in Switzerland (Wilson) to the Secretary of State

70. Supplementing my 69, March 10, 6 p.m.,82 apparently reference to the Kellogg Pact was omitted in the final paragraph of part I of the text of the resolution for the reason that the point was raised that certain members of the League of Nations were not signatories to the Kellogg Pact. However, this question is being agitated tonight and discussion is taking place as to whether it will not be possible to insert a final phrase reading somewhat as follows:

“or in so far as concerns signatories of the Pact of Paris by means contrary to that Pact”.
