106. This morning I was orally informed by the Foreign Office that the Treaty of Lima carries a protocol which is an integral part of the treaty and ratified with it providing:
- (1)
- That neither Chile nor Peru will cede to a third country any portion of their respective parts of the provinces of Tacna and Arica nor will they change or extend the lines of railroads in the provinces without the consent of the other.
- (2)
- That Peru has the right to [free transit of] arms through the port of Arica to and from Peruvian territory.
- (3)
- That the Morro will be demilitarized.
