Embassy’s 188, September 10, 3 p.m.5 Foreign Office now states informally that presumably Zeppelin will fly to the United States under German flag and that consequently German authorities should procure necessary permissions for flight over foreign territories. In reply to verbal inquiry the Embassy has informally expressed concurrence in the foregoing.
