Chinese Eastern Railway officials state that meeting of shareholders scheduled Peking this fall indefinitely postponed because Chang Tso-lin objected on the ground that the railway being in Manchuria is under his sole jurisdiction. Matter considered grave. I believe only some international organ like Technical Board attached to railway can prevent it from being made plaything of Chinese militarists. Department has been informed.
