The Minister in China (Schurman) to the Acting Secretary of State

My 349, August 23, 5 p.m. and 350, August 24, 9 a.m.86 Minister for Foreign Affairs has informed me that he is advised that Department of State has held recent conversations with Japanese Embassy, Washington, relative to Chinese Eastern Railway. He appeared perturbed that Chinese Government had not also been approached and stated that he had instructed Sze to say to the Department that he expected questions affecting Chinese Eastern Railway would be taken up with Chinese Government. He asked whether I had any information relating these recent conversations. I replied in the negative.
