Inquire informally of the Foreign Office when an answer may be expected saying it is deemed very desirable to complete contemplated action and have affairs of Technical Board wound up by October 1st when withdrawal of Japanese troops may be expected to be under way. Favorable answers have been received already from Great Britain and Japan and further action waits now upon the replies of the French and Italian Governments.

Repeat to Rome as Department’s No. 130.
